Institutional and Operational Partnership Service

UNOAU’s institutional and operational partnership work strengthens the AU’s planning, management and delivery of African-led peace support operations. The Office coordinates strategic-level support through two core streams: operational planning and mission support.

UNOAU provides technical expertise to the AU in military planning and logistics, police planning and reform, mine action, security-related matters and human rights. It supports both long-term capacity-building and short-term operational needs for AU peace operations.

This includes strengthening the African Standby Force through joint planning, strategic exercises, policy development and operational frameworks undertaken with the AU and the Regional Economic Communities and Regional Mechanisms. UNOAU also provides targeted support for the planning, deployment, management and liquidation of AU peace operations as required.

UNOAU contributes to implementation of the AU Mine Action and Counter-Improvised Explosive Device Strategy and the AU Compliance and Accountability Framework, reinforcing standards for effective and responsible mission delivery.

UNOAU also supports the AU Commission in human-resource management and workforce planning, including the development of the African Standby Capacity; in finance and budgeting, including technical assistance to the AU Peace Fund and support for predictable and sustainable financing for AU-led peace support operations; and in supply-chain management and logistics, including efforts to operationalize the Continental and Regional Logistics Base and strengthen mission-support arrangements for current and future operations.
