UNOAU participated in the AU Second Dialogue on Counter Terrorism

On 3 July, the AUC in Partnership with the Egyptian Government and the EU Office to the AU hosted the Second Africa Dialogue on Counter Terrorism with the theme “Tracking Progress: Assessing the Implementation of Malabo Summit Outcomes”.

The meeting was sequel to the inaugural session which was held on the 11th of May under the theme: “Setting the Scene: Challenges and prospects of the AU-Terrorism Approach” and on the margins of the 15th Ordinary Meeting of the AU Specialized Technical Committee on Defence Safety and Security (STCDSS).

The dialogue was chaired and moderated by the Egyptian Ambassador to Ethiopia H.E. Dr. Mohamed Gad and was attended by Embassies accredited to the AU in Addis Ababa as well as Observers to the AU. There were remarks and presentations by the panelists including the AU Commissioner for Political Affairs, Peace and Security (PAPS), Ambassador Bankole Adeoye, and other subject matter experts from the EU, Amani Africa, the Committee of Intelligence and Security Africa (CISSA, and the African Centre for the Study and Research on Terrorism (ACSRT). The panelists expressed views on tracking the progress and assessing the implementation of the Malabo Summit Outcomes and the efforts of the AU PSC particularly highlighting: a)Challenges in Implementing the Malabo Summit Outcomes, including  the lack of a normative framework, policy  and operational guidelines; the lack of adherence to time frames set on the Malabo Conference and the absence of an AU Comprehensive Approach to combat terrorism; b)Rise of Terrorism in Africa and c) Information and intelligence Sharing.
