Co-organised by the African Union, UNOAU and the Climate Security Mechanism, in partnership with UNSSC, UNDP RSCA, CCCPA, the Government of Switzerland, Afreximbank, the Berghof Foundation and GGGI this practitioner-focused dialogue built on the outcomes of the AU Member States workshop on climate policy and finance for sustaining peace and security held in Cairo, Egypt. The dialogue advanced practical pathways for integrating climate finance into peace and security efforts across the continent, in line with African Union priorities and the Green Climate Fund.
The dialogue highlighted emerging innovations for mobilising peace-positive and conflict-sensitive climate finance and marked a key milestone with the launch of the ‘Practice Note on Climate Policy and Finance for Sustaining Peace and Security’ — now serving as the core technical reference for the Africa Climate, Peace and Security Knowledge and Practice Sharing Series. Building on the outcomes of the Cairo workshop held in September 2025, speakers underscored the need for continued support for fragile and conflict-affected in accessing climate finance to address climate-related security risks.
A high-level panel and open floor discussion examined the realities of climate–conflict dynamics across Africa and small island states, stressing that adaptation programmes must deliver peace dividends and address resource competition, mobility pressures and institutional fragility. National representatives, regional organisations and technical partners underscored the need for long-term, scalable financing models; strengthened institutional readiness for climate-security integration; and more responsive funding windows—from the GCF, GEF, Adaptation Fund and the Santiago Network—that account for fragility constraints. The dialogue reinforced the critical role of the AU, UNOAU and the Climate Security Mechanism in supporting AU Member States to integrate climate, peace and security into national planning, climate finance pipelines and regional programmes, and affirmed partner commitment to advancing the next iteration of the joint capacity-building series in 2026.
