On 12 November, UNOAU contributed to the inaugural high-level dialogue of the Baku Climate and Peace Action Hub convened by the COP 29 Presidency—Azerbaijan, advancing global recognition of climate-related security risks and the need for integrated responses across policy and practice.
Co-organised by the COP29 Presidency, the Green Climate Fund (GCF) and the International Organization for Migration (IOM), the event brought together ministers from UNFCCC Parties, senior officials, UN agencies and international financial institutions to advance the global climate–peace–resilience agenda and to highlight early implementation of the Baku Call.
In their respective interventions, COP29 President Mukhtar Babayev underscored that the Hub has laid the foundation for a new phase of cooperation at the climate–peace nexus, positioning dialogue on CPS at the centre of future COP processes. Ambassador Elshad Iskandarov, Special Advisor to COP29 President and Chair of the Hub, highlighted emerging pilot initiatives in Chad, The Gambia, Guinea-Bissau and Iran, emphasising the need for the Baku–Belém Roadmap to fully reflect fragility considerations and to strengthen multilateral cooperation in contexts facing intersecting climate, peace and security risks. Mafalda Duarte, Executive Director of the GCF, reiterated the Fund’s commitment to linking climate finance to peace and resilience outcomes in fragile settings, while Ms. Ugochi Daniels, Deputy Director-General of IOM, stressed the importance of mobility-inclusive, people-centred and peace-positive climate action, drawing on lessons from the Lake Chad Basin. The UNOAU CPS Advisor, Tendai E. Kasinganeti emphasised the central role of the CSM in global climate, peace and security, underscoring UNOAU’s close collaboration with the African Union including on the African Leaders Addis Ababa Leaders’ Declaration on Climate Change and Call to Action and accompanying the articulation of the Common African Position on Climate, Peace and Security.
The dialogue concluded with the adoption of the Belém Communiqué, which invites the UNFCCC Secretariat to cooperate closely in identifying the special needs of countries in fragile and conflict-affected contexts. It calls on the COP31 Presidency to convene the Second Annual Baku Hub High-Level Dialogue at COP31, and reaffirms that Parties endorsing the first edition will continue to uphold the shared principles of the Baku Call and advance the mission of the Hub, particularly in supporting implementation of the Baku-to-Belém Roadmap to USD 1.3 trillion.
